You pay for a plan, and it comes back to you as credit. The 12% commission on each sale is taken from that credit. While the commission is below the plan price, you pay only the plan; once it's above, you pay only the 12%.
Everything the Guide needs to go live, be sold and be validated at the venue.

With Season and Annual, a slow month is offset by a strong one, because the credit doesn't expire at month's end. Both are paid upfront.
